Recently, the State Council introduced “Guidelines on Regular Prevention and Control of COVID-19” (the Guidelines for short）in accordance with the Joint Prevention and Control Mechanism.

According to the Guidelines, as China has further consolidated its achievements in COVID-19 prevention and control, emergency response has turned into regular prevention and control. Governments at all levels must follow Central Party Committee’s instructions, act swiftly to adopt regular prevention and control measures, fully implement the overall strategy of “guarding against imported cases and domestic resurgence” and never relent in the effort to deliver timely detection, fast response, precision management and control and effective treatment in order to safeguard the safety and health of the people, foster economic recovery and restore social order.

Regarding prevention and control in key places, provided that measures are taken in line with technical guide, shopping malls, supermarkets, hotels, restaurants and other facilities can resume full operation. Measures like reservation and seating capacity cap should be implemented for parks, scenic spots, sport venues and indoor spaces like libraries, museums, art galleries, cinemas, theaters and amusement halls to reopen. Necessary meetings and exhibitions can be duly held.
